Bill ha anche iniziato una relazione con una donna, Crystal, che condivide le sue posizioni e dalla quale ha avuto un figlio.
Quando ormai lo scontro finale si avvicina Bill sfida i due detective rivelando loro tramite una mail personale a entrambi che non solo li segue e li spia dall'inizio dell'indagine ma che conosce anche le loro famiglie minacciando di morte queste se non i due non si faranno sotto con tutti i migliori uomini che hanno a disposizione per un ultimo duello.
Nel minacciare di morte le famiglie svela con certezza di avere dei seguaci e quindi l'esistenza di una rete pericolosa. Inizia lo scontro che porta alla morte di molti agenti di polizia, della Swat e dell'FBI nello scontro finale il detective Jones cade ucciso da Bill che si allontana ferito gravemente.
Accasciatosi contro un albero viene raggiunto dal detective Molokai ferito anch'egli in modo grave che tenta di sparargli ma la pistola risulta scarica a quel punto Bill lo apostrofa dicendo "non serve sto morendo" e dopo poco muore.
Il detective fa per allontanarsi ma si accascia a terra anche lui per le ferite. Nelle ultime scene si vede la compagna di Bill che guarda il dvd che questi gli ha dato per il figlio.
Negli intermezzi i telegiornali informano della morte del terrorista Williamson. Il film si chiude con l'ingresso di persone armate nello studio televisivo, uno di questi si riconosce come il barbone all'inizio del film che viene apostrofato dal Bill con la frase "quando ti alzerai e ti deciderai a fare qualcosa?
